open the player list and send invite form there if he accepts you should then see him on the map

There is + and - option, + means you want to add someone, - means you want to unfriend someone. When you are allies, just select track and voila, you can see your friend.

No, you have to meet each other, I never have seen possibility to teleport.

the admin can use a command in the console to do it. I'm not sure how it works as I have never used it myself. Open the console and type help and hit enter for the command list.

I haven't seen command like this, I know you can type dm, press G and fly to someone.

If you hosted the server, press F2, write dm and press G, you can float around and even collapse through a walls etc. Space is up, CTRL is down.

Fly is "H" with cheat mode enabled. Space for altitude C to lose altitude.
